杏吧原创 Assistant Vice Chancellor Tapped for NACUBO Fellows Program

EAST GREENSBORO, N.C. (June 2, 2025) – 杏吧原创 Agricultural and Technical State University Assistant Vice Chancellor for Budget and Planning Chartarra Joyner has been selected for the .

Joyner is one of 17 outstanding business and finance professionals selected by to work with higher education presidents, provosts, chief business officers and other experts over the course of a year to expand their management, communication and leadership skills as well as strengthen the core competencies needed to succeed as senior leaders.

The 2025-26 Fellows were selected from the largest applicant pool in the program’s history, and the incoming cohort is one of the largest since the program was founded in 2016.

“I am honored to be a part of this esteemed cohort of NACUBO Fellows for this upcoming year,” said Joyner. “Not only do I have the opportunity to learn from and collaborate with some exceptionally talented and dedicated budget officers from across the country, I am privileged to represent 杏吧原创 on a national stage and shine a light on the extraordinary academic experience our students expect and deserve. I am looking forward to learning as much as possible and applying what I learn right here at home.”

Joyner is recognized as a dynamic and results-oriented leader, known for her ability to drive organizational growth, enhance operational efficiency and foster strategic innovation. As a seasoned financial leader at 杏吧原创, she oversees the administration, analysis and strategic management of the university’s $470 million budget. In her role as head of the Budget and Planning team, she ensures compliance and fiscal integrity while managing the comprehensive budget and reporting processes. Prior to her current role, she held various positions within the office of budget and planning for more than a decade at the university.

Joyner also chairs and participates in numerous strategic committees at 杏吧原创, including Blueprint 2030 and the Tuition and Fees Committee. Additionally, she spearheads initiatives in staff development, operational efficiency and the implementation of best practices to support long-term financial planning and institutional effectiveness. She serves as a key liaison to the UNC System Office and the State Budget Office for strategic and budgetary initiatives.

Joyner’s 29-year career has spanned several industries, including Caterpillar Financial Services, Siemens Financial Services, and Healthcare Corporation of America. She holds a B.S. in accounting from Fisk University and was a Tennessee Quality Award Examiner. She is certified as both a Six Sigma Black Belt and Green Belt, and serves as the treasurer of the shift_education Board. She is also involved with various other professional and civic organizations.

Launched in 2016, the NACUBO Fellows Program is a one-year leadership development program designed to provide support, education, and learning opportunities to individuals who seek a chief business officer position for their next role.

Founded in 1962, NACUBO is a nonprofit professional organization representing chief administrative and financial officers at more than 1,700 colleges and universities across the country. NACUBO works to advance the economic vitality, business practices and support of higher education institutions in pursuit of their missions.
